The ASHP Patient Surge Management During a Pandemic Toolkit for Hospital and Health System Pharmacy provides a compilation of ASHP tools and resources created in response to COVID-19 as well as the many lessons learned from pharmacy leaders as they shared their experiences in surge management. David Chen, Assistant Vice President for Pharmacy Leadership and Planning sits down Vicki Basalyga to discuss how the toolkit was developed and how pharmacist can use the toolkit at their institution.

David Chen, RPH, MBA, is the American Society of Health-System Pharmacists’ Assistant Vice President for Pharmacy Leadership and Planning.
ASHP represents more than 50,000 members include pharmacists, student pharmacists, and pharmacy technicians. His role with ASHP includes coordinating efforts of ASHP members in publications, advocacy, education on pharmacy leadership, continuity of care, manager development, reimbursement rules & regulations, specialty pharmacy, and multi-hospital health systems.
He has been with ASHP starting September 2004, and previously served the role as Director of Pharmacy at Shady Grove Adventist Hospital in Rockville, Maryland including the Kessler/Adventist Rehabilitation Hospital. Prior experience includes Director of Pharmacy roles in Texas and Florida, regional leadership positions with Owen Healthcare (now part of Cardinal Health), and central operations supervisor for the University of Maryland Medical Center Pharmacy.
Mr. Chen earned his Bachelor of Science in pharmacy degree from the University Of Maryland School Of Pharmacy and his MBA from the Loyola University of Maryland.
Vicki Basalyga, Pharm.D., BCPS, BCPPS, is the Director for the Section of Clinical Specialists and Scientists. In this role Vicki serves as an information resource and provides guidance to ASHP members regarding science and scientific developments affecting pharmacy practice in health systems. She serves as secretary to the Section executive committee and coordinates activities to accomplish the objectives established by the Section. Additionally, Vicki has assumed the position of Council Secretary for the ASHP's Council on Therapeutics.
Vicki received her Doctor of Pharmacy from Duquesne University and completed an ASHP accredited PGY1 at Children’s National Medical Center in Washington, DC. Vicki is also a Board Certified Pharmacotherapy Specialist and a Board Certified Pediatric Pharmacotherapy Specialist.
Prior to her current position at ASHP, Vicki practiced as critical care pharmacist in both the Cardiac Intensive Care Unit and the Pediatric Intensive Care Unit at Children’s National Medical Center in Washington, DC. Other activities Vicki performed included drafting policies and procedures, co-chairing the Antimicrobial Stewardship Program, creating and drafting order sets for CPOE conversion and precepting residents and students.
